to clarify the requirements on the location protocol?

Hello:

There have been some discussions on where/why a spatial location
protocol (called as IPSLP, LIP, ISLP, ...) should/should not be
considered.

It looks that more people in the discussions like the idea of
adding the capability onto the network. It enables the location
servers to interface with various link layer location data
sources and to exchange location data over the network.
However, the specific requirements and their related details for
the capability have not been much discussed yet.

Could we investigate the specific requirements on various aspects
of the spatial location protocol? Some of the items needed
to be clarified are (please also give yours or comment on):

1. requirements on the l-2 interfacing stuffs

  - data format (had some discussions)
  - the inter-operable access protocol with various l-2 location
    data sources
  - possible binding operations between l-2 and the Internet
  - security/privacy/anonymity levels and approaches
  - contract/policy based operations

2. requirements on the stuffs of location data exchanging over the
Internet

  - data format (had some discussions)
  - the location data propagation/exchanging protocol among the
    servers and clients/targets
  - cross-domain operations
  - contract/policy based operations
  - security/privacy/anonymity levels and approaches
  - resolving between spatial location and IP/other identifiers

In addition, any comments on Eric's "Layers of location information"
