Would it be too much to ask that we produce a requirements document
that includes what range of location information is supposed
to be represented before we continue to discuss a particular
proposal to represent it?

I think there are wide variations in people's understanding
of the requirements based on their estimates of current and
future capabilities of the location devices and methods
they expect to use.

Ideally, a standard would allow some flexibility in the amount
of information offered. To not allow any kind of heading information
seems like an unusual restriction, given that compass heading
is available in many automobile navigation systems.
