I think it is (in default). Here is a bit text from the requirements I-D
proposal:

The protocol must: 
   a. Define one default location representation that must be supported 
      by all SLOP entities. 
   b. Specify an absolute location on the earth and use WGS84 geodetic 
      datum as reference system for the default scheme.
